Minutes of the Johnson Lake Property Owners Association
Annual Meeting, June 2, 2007

President, John Okerstrom called the meeting to order at 10 AM, held at the Webster Fire Hall.

He introduced the Board, Lois Hansen, Joan Golding, Linda Parish, Linda Satorius, Fred Weber and Bob Polkinghorn.  Randy Wick and Dan Young were absent.

It was moved and seconded that the minutes of the last annual meeting not be read.  They have been posted on our web site.

Lois Hansen gave the Treasurer’s report, copy attached.  We now have two checking accounts, the regular one and the one for the Guardian program.

Renae Paulson f rom the DNR gave a brief talk about burn regulations, and how to protect your home f rom fire.  Fireworks are illegal in WI but the law isn’t enforced.

Roy Hansen gave a report on lake clarity.  The water clarity is better.  Dick Golding did a secchi reading on May 31st and got 13 feet.  Could be it is better because the lake level is down and there is less runoff.  We still need to work  on lakeshore restoration,  We need buffers.   Fred Weber, Roy Hansen and John Okerstrom met with Dave Ferris with The Burnett County  Land and Water Conservation Dept. and he told them he would be very happy to come here and make suggestions to any property owner that requests it.  Barb Parisien did have their shore restored and found it very easy.  They got $50.00 off their taxes plus reimbursement for the plants.

The camera at the boat landing is operable-Eric Lindberg, CEO of Environment Sentry Protection, LLC is still doing more development on the soft ware.  You can see licenses, leaves, weeds.  Bob Polkinghorn is helping Eric with the project.

Fred Weber introduced Alan Cibizur, whose company, A.W. Research Labortories, Inc., did the overflight.  He explained  how the overflight was done and what kind of cameras were used and  what they were for.  All data is integrated with GIS maps and Imagery.  The cameras can see down 3 times deeper that the Secchi reading.   What was   done was an  EAO (Environmental Assessment Overflight).  If we can keep our lake sediment level at the presettlement level that would help the lake stay clean.

Alan then proceeded to show all the slides showing Johnson Lake properties.  Any problems cited were shown and addressed.  It was a very informative program.  We have much to think about and correct.  Alan said “If you treat your lake like a dump it will be a dump.”

During a short break, Dick Golding made a motion to increase our annual dues from $10.00 per year to $20.00.  An article had been in the newsletter stating the reasons.  Karen Wagner seconded and the motion passed by voice vote.

Alan said the Johnson Lake Board can provide copies of the individual properties overflight results  and the recommendations if you have Microsoft Word.    Carol Polkinghorn volunteered to email or mail copies to individual property owners.

We need a vegetative management program for all properties.  We can use biologs to cover wet areas and plant on top of them.

Linda Satorius explained the election of Directors.   Four seats were up for election.  A slate of 5 nominees was presented.  Linda asked for additional nominees from the floor.  As none came forth,  a motion was then made to accept the 5 nominees, with instructions to only vote for 4.  The vote was taken.  Fred Weber, Joan Golding, Linda Satorius and Dave Persell  were elected to fill the 4 seats.

John Okerstrom made a motion to donate $100 to the Webster Fire Department.  Duke Lunden seconded, vote was unanimous.

The Clean Water, Clean Boats program was discussed.   As part of the grant process we need volunteers for 2 hour shifts at the landing.  A sign-up sheet was passed.  We will be trained, it is not confrontational.  Signage is coming for the landing which will help explain our program.

John thanked Carol Polkinghorn for the newsletter—this was her last one.  She has done a wonderful job all these years.  Linda Parish and Maureen Wilson volunteered to do the newsletter.

John also thanked Denny Quinn and Steve Olson for repairing the dock at the landing.

The meeting was adjourned at 12:50 PM.

Respectfully submitted,

Joan Golding acting Secretary for Dan Young
